HZ info:Recently, a environmental impact assessment (EIA) announcement released by the People's Government of Pengshan District, Meishan City, has brought the new project of Rosf (Meishan) New Materials Co., Ltd. into the public eye. This project, covering an area of 43 mu and planning to produce 130,000 tons of water-based acrylic emulsions, 8,000 tons of polyurethane hot melt adhesives, and 27,000 tons of water-based industrial resins annually, has a total construction area of 18,000 square meters, complete with production workshops and wastewater and exhaust gas treatment facilities.
Against the backdrop of multiple chemical plants in Europe closing down in 2025 due to high costs and the overall pressure on the chemical industry, Rosf's move is not an isolated capacity expansion but a crucial part of its national production network layout.
Rosf has already taken significant strides in its national layout. In December 2023, its project in Mingguang, Anhui, with an annual production capacity of 200,000 tons of water-based acrylic emulsions, was officially put into operation. As its fourth global production base, this marked a further implementation of Rosf's strategy of deepening its presence in the Chinese market.

As it entered 2025, the pace of layout continued to accelerate. The public announcement of the Guangdong High-Performance Environmentally Friendly Acrylic Emulsion Project, with a total investment of 1.2 billion yuan and a planned annual production capacity of 150,000 tons of environmentally friendly emulsions, was made. The Sanshui base in Foshan, covering an area of 40 mu, also aims for an annual production capacity of 130,000 tons of water-based acrylic emulsions and other products, with an expected annual output value exceeding 1 billion yuan.
With the accelerating construction of the Shandong base and the newly announced Meishan project, Rosf's "diamond-shaped manufacturing network" covering East China, North China, Southwest China, and South China is taking shape. Its total production capacity is about to exceed 500,000 tons, steadily propelling it into the first tier of the industry.
This increasingly dense production network is unleashing strong supply chain resilience. For leading coating companies like Nippon Paint and Skshu, which have production bases across the country, nearby supply chain support has become an essential need. Rosf's multi-base model precisely meets this demand. By shortening the logistics radius by more than 30%, it directly reduces customers' comprehensive operating costs. More importantly, the network linkage forms a risk-resistance barrier. During the northern cold wave in 2024, the Shandong base urgently reallocated its production capacity, successfully ensuring the continuous production of customers in the North China region. This is an advantage that a single-base model can hardly achieve. In the current context of increasing global supply chain volatility, this synergistic effect of "when one part is not bright, another shines" has become an important cornerstone of customer trust.
Behind the capacity expansion lies solid support from technological innovation. At the recently concluded CHINACOAT 2025, Rosf, with the theme of "New Quality Shines, Empowering the Decoration World," presented its core technological solutions, which attracted widespread attention in the industry.
Its "high weather-resistant environmentally friendly emulsion" adopts a novel core-shell polymerization technology, with a VOC content far below the national standard. It not only effectively solves the pain points of outdoor coatings such as easy fading and cracking but also maintains good toughness in low-temperature environments, breaking through the performance limitations of traditional epoxy emulsions. The most eye-catching "zero" SVOC system, built based on the new national standard GB30981.1-2025, achieves a balance between low-temperature film-forming ability and scrub resistance through an innovative process of "super-hard layer" encapsulating a "super-soft core." It completely eliminates the reliance on film-forming aids and antifreeze agents, providing a replicable model for the low-carbon transformation of the coating industry.
From odor-free products from the base to the surface, to art paint solutions that combine aesthetics and performance, and then to the unique titanium crystal stone and jade paint solutions, Rosf, guided by the principle of "respecting technology and products," has built a product matrix covering multiple fields. These innovations are not developed in isolation but are "precisely empowered" after in-depth communication to accurately identify customers' differentiated needs.
